摘要：
At present, the proprietary rights construction of collective lands is still imperfect, rules and regulations correlated with land circulation are still imperfect too, and there still no legal system during the circulating of collective nonagricultural building lands. The construction of rules and regulations correlated with collective lands need quicken; the proprietary rights main body of collective lands need clear and definite, and collective nonagricultural land use need plan.
