摘要：

英国建立了完善的四级立法体系,并在威尔士、苏格兰和北爱尔兰建立了权利下放机制下的区域立法机构和区域政府。区域立法机构和区域政府在地方性图书馆立法中发挥着关键作用。北爱尔兰、苏格兰和威尔士至今已形成了不同的图书馆法律体系,这些不同的图书馆法律体系体现了英国地方性图书馆立法立足于历史,着眼于区域不同发展路径的特点。
