SPS壁垒是当前国际农产品贸易中主要的非关税壁垒形式之一,所引发的涉及安全标准与检疫规定方面的贸易摩擦与纠纷日益增多。有鉴于此,关于SPS壁垒的确认及其经济效应的量度是当前农产品贸易自由化的重要内容,研究结论对于各国SPS壁垒政策的有效评价与监督及加强SPS壁垒的多边规则有参考价值。本文回顾了该领域主要的国外研究成果,包括SPS壁垒的确认及实施壁垒的经济效应,特别是对量度壁垒的几种工具和模拟标准国际贸易理论的局部或一般均衡方法做了介绍与评价,试图建立起一个有关SPS壁垒及其经济效应量度的分析框架,并对进一步研究方向提出建议。
