特朗普时代美国信息通信业核心制度的变革走向

摘要：

美国新任总统特朗普上任以来,信息通信行业一系列核心制度开始转折,呈现出与奥巴马时期不同的走向,比如网络中立、数据保护、外商投资、网络空间战略、网络监听监控等等。制度的大变革彰显出特朗普政府对涉及行业发展、国家安全、公共权益等一系列核心利益关系的重新考量和折衷调整。面对美国ICT政策的转变,我国应未雨绸缪,积极考虑未来应对之策。
