摘要：

随着环境问题的日趋复杂化,研究者对环境规制及其执法效应的理解也日渐深入和丰富。一方面,环境规制不再仅仅作为一个整体被研究,所涉及的监测、检查、执法和处罚等规制要素亦被引入研究主题,环境规制如何与其他环境政策相协调受到关注;另一方面,环境规制的效应已经从单纯的减排或经济成本拓展到社会分配领域,所涉及的议题也日趋多样化,环境规制的社会福利净收益如何考量更趋客观和全面。本文系统地总结了环境规制及其效应研究的新特征,从威慑和遵从角度系统回顾了环境规制的"减排"效应,从健康、就业再分配和经济绩效(成本)维度总结了环境规制的社会经济效应,在此基础上,提出相关的研究展望及其对中国的启示。
