贸易协定质量会影响全球生产网络吗?

摘要：

文章采用世界银行2017年最新发布的PTAs数据库数据,综合考虑贸易协定的"覆盖力"和"约束力",分别构建了PTAs"总指数"、"核心指数"、"WTO+指数"、"WTO-X指数"、"关税指数"和"非关税指数"等共计12项协定"深度"一体化的衡量指标。文章利用这些指标作为贸易协定质量的代理指标,考察了贸易协定质量对中间品贸易、最终品贸易和不同制造业行业价值链贸易的影响程度。研究结论表明,贸易协定的"深化"将显著促进中间品贸易和最终品贸易流量,对中间品贸易的促进效用显著大于对最终品的促进效用;"约束力"指标对双边贸易流量的促进作用显著大于"覆盖力"指标,但随着考察时期的增长,二者之间的差异逐渐缩小;贸易协定的"深度"一体化对低技术行业、高技术和中高技术行业存在正向促进作用,对中低技术行业并无明显的促进作用。
