一级预防中的"双向策略"旨在强调将"一般人群策略"和"高危人群策略"紧密相连又加以区分,针对不同人群,因势利导采取不同预防策略,以提高预防效率、扩大预防规模并使经济利益最大化。将"双向策略"理论应用到艾滋病预防日常工作及卫生政策制定中,为艾滋病预防工作的开展提供理论依据及指导,为遏制并扭转HIV感染/艾滋病的蔓延、实现千年发展目标提供有力保障。
