This paper analyses the rules, principles and methodology of RTVU educational economy.:t also pointsout that RTVU education is an economic mode of training with high production compared to the little investment. RTVU’s large--scale production is a challenge to traditional higher education. HTVUs can reduce thecost through networked systems, through the unity of full--time an(1 part--time tutors, and that of the professional staff, as well as multi-layered distribution of the different resources. It also analyses the economy oftraining practical and applicable people for local governments.
