摘要
20世纪90年代初以来,标准本位责任制成为美国中小学教育领域(K-12)引人注目的改革行动,其中联邦政府和州政府的角色和作用与传统迥然不同。本文重点围绕政府在此改革实践中的表现来分析美国中小学标准本位责任制的形式、特点、问题及成功实施的条件,以此说明,在教育责任制方面,政府究竟可以如何作为。
