西方国家公众环境参与的途径及其比较

摘要：

最近20年来,公众参与成为西方国家环境决策中的一个必要环节。环境决策模式因公众参与而产生重要转变。笔者介绍和分析了当前环境参与的四种重要途径,即共识会议、公民陪审团、公民咨询委员会和焦点小组会议,通过比较研究分析这些参与途径所具有的特点以及局限。西方国家公众参与增强了政策的正当性,推动了西方商议式民主的实践。
