摘要：

建立全球发展伙伴关系是未来国际援助体系的发展方向,也是有助于实现2015后全球发展议程的重要途径。这一伙伴关系建立的关键在于将南北援助与南南合作均纳入其中。三方合作是连接南北援助与南南合作、加强合作与沟通的重要渠道,但这也意味着协调成本和交易成本的上升;它是合作各方推进全球发展合作的重要平台,但其背后也隐藏着各国自身的政治经济动机。三方合作之所以成为各方共同推进的项目,最主要的原因在于其政治上是可行的,技术上的障碍也可以克服。尽管存在缺陷,但三方合作仍不失为促进发达援助国和新兴援助国共同合作、共享知识和经验、推动全球伙伴关系建立的路径之一。
