规则流动与国际经济治理——统筹国际国内规则的理论阐释

摘要：

全球价值链的深入发展,对国际经济治理提出了兼顾国际和国内规则的内在要求,如何处理国际规则与国内规则之间的关系,成为新兴大国必须加以应对的紧迫挑战。经典的国际关系"规则治理"研究主要单向度地关注国际制度和规则的功能、效果及其如何影响国家内部治理。从更广泛的视角看,围绕国际与国内治理之间关系的研究主要有"配合论""扩散论"和"互动论"等观点。将这三种视角的核心逻辑纳入"规则治理"路径,有助于深化有关国际与国内经济治理之间关系的认识。通过"国内化"和"多边化",国际经济规则贯穿于国内和国际经济治理,治理效率的优化是规则流动的动力,国际权力结构塑造规则流动和变化的基本方向。在规则流动分析视角中,规则能力是国家规则优势的基础,规则制定权是国家影响规则流动的关键,也是国家统筹国际国内规则的核心。
