摘要：

农村地区公共图书服务的非均等化是发展中国家面临的共同难题。为了改变这种非均等化局面,许多国家创办了学校和社区共建共享的联合图书馆,取得了令人满意的效果。借鉴他国经验,我们必须反思传统的地方政府主导的分散式图书服务模式,将农村图书服务提升为国家发展战略,整合和优化资源配置方式,创新管理体制和服务模式。
