This article discusses the concept and implementation of capitalimprovement programs in the US, and analyzes the economic andpolitical environment in identfying and funding for capitalimprovement programs in the city of Chicago. Some recommendationsto Chinese decision makes have been made based on the comparisonbetween the city of Shanghai and Chicago.
