摘要：

在知识经济社会,高技术产业创新一直是理论研究者和政策制定者关注的重点。近年来部分学者发现对中低技术产业创新进行研究也很有意义,并取得了一些研究成果。基于对中低技术产业创新理论重要文献的分析,本文从中低技术产业创新的特征、战略、政策等三个方面对文献内容进行梳理,综合这些研究成果,并在此基础上进行评述和提出需要进一步研究的问题。
