技术决定论认为在传播领域的技术发展进程中，技术是决定性的因素，再加上伟大科学家和工程师的力量。相反，通过对电影、电视产生过程的研究，温斯顿发现，技术固然发挥了极大的作用，但新技术的出现更是由于社会生活中诸如政治、经济、金融、组织、文化等方方面面因素共同作用的结果，他称此为“文化决定论”。他视这种社会文化因素综合体为新技术产生的决定性因素。
