复杂社会技术系统安全绩效评定的新进展

摘要
安全绩效评定是对组织或个人与安全有关的优缺点进行系统描述。传统的安全绩效评定基于事故等客观结果,存在诸多弊端。随着研究深入,人们开始重视过程控制,提出行为标准的安全绩效评定。一是用安全文化作指标,基于员工的态度与价值观进行评定;二是鉴于不安全行为与事故的直接关系,提出行为观察方法。这种行为标准的评定是以人为主体的过程评定,是前馈,有助于复杂社会技术系统安全水平的持续提高。
