WTO关于粮食出口限制措施的约束机制:局限和发展

摘要：

在世界粮食价格上涨的背景下,粮食主产国采取粮食出口限制措施,给各国粮食安全及世界粮食贸易机制带来挑战。本文分析了WTO关于约束粮食主产国出口限制措施的规定,指出由于相关规定出台的时代背景和立法初衷不可避免存在概念含糊、操作性差等缺陷,而多哈回合农业谈判虽然针对缺陷进行了修正,但仍不完善。最后指出为保障粮食安全,中国应进一步谋求WTO体制改革,继续完善对粮食出口限制的约束机制,同时利用其他途径如区域合作机制来应对粮食出口限制的发生。
