摘要：

本文以农村学校撤并现象为考察对象,讨论地方政府在义务教育改革中的激励与政策执行,地方政府在政治集权和财政分权下面临的激励可以部分解释2001年以来出现的中国农村超大规模撤弃学校现象。利用县级教育经费统计数据和经济社会统计数据,本文证实了地方政府面临的不同激励,包括财政分权、政治竞争、城市化、规模效应等,是导致农村小学数量在不同地区出现"政策性减少"差异的主要原因。
