摘要：

公共组织信息化改造是公共管理学科研究关注的一个重点。信息技术的广泛应用 ,加深了公共组织对电脑和网络的依赖程度。公共机构只有形成新的组织结构 ,才能适应信息技术的发展。事实上 ,信息技术从根本上改变了公共组织信息收集、处理、传递的方式和途径 ,使公共组织有更多的选择 ,并优化其内部结构 ,建立组织间更丰富、更具实践意义的协作方式。研究信息技术与公共组织变革之间的逻辑关系 ,首先要界定两者的因果关系、逻辑模式和分析层次。因此 ,本文从因果联系、逻辑范式和层次分析三个方面探讨公共组织信息化改造的研究方法
