中国可再生能源政策的区域解构、有效性与改进

摘要：

文章应用中国31个省市地区2006～2012年间的可再生能源政策实施情况和产业发展数据,以基于实施时间和激励强度差异的区域政策解构为手段,对中国可再生能源政策有效性进行定量评价。研究表明,中国各区域可再生能源政策存在着显著差异,这种差异主要来源于各地可再生能源禀赋、经济发展水平和环境保护因素的影响;在可再生能源政策有效性方面,费用分摊和标杆上网电价对可再生能源发电具有显著影响,其中费用分摊是目前促进可再生能源发展的最有效措施,且这一结果随时间变化显著。文章最后基于研究结论,从精细化与长效化两个方面提出了未来政策改进的意见。
