高比例可再生能源渗透下的电力市场价值分配机制设计

摘要
大力发展可再生能源、构建清洁高效的能源体系已成为贯彻落实能源革命的必然选择。在电力市场环境下,随着可再生能源渗透率的持续提升,传统火电份额被不断占据。由于尚未建立合理的市场机制保障火电提供容量的基本收益,火电企业缺乏为高比例可再生能源提供辅助服务的动力。市场价值分配的核心思想在于按照“谁创造的价值谁分享,谁产生的成本谁承担”来量化市场成员的贡献和价值,并分配利益。为此,提出一种高比例可再生能源渗透下的电力市场价值分配机制。基于Vickrey-Clarke-Groves(VCG)机制,定义一台火电机组的价值为该机组对其他发电资源的替代效益,精准辨识火电为可再生能源并网消纳付出的真实成本,从而激励火电机组真实报价,主动预留辅助容量,形成高比例可再生能源电力市场互利共济的格局。
