我国科技人才开发水平的测度研究——基于内地31省(市、自治区)的TOPSIS模型测算

摘要
随着经济全球化和科技日新月异的发展,知识、技术和信息已成为经济和社会发展的核心要素,经济发展的路径也从资本密集型与劳动密集型为主导的工业化逐步转向以知识资本、技术和人才为主导的新型工业化。人才已成为推动社会经济发展的重要力量,无论是国家之间还是区域之间的竞争,从根本上说都是人才的竞争。以科技人才为研究对象,在借鉴前人研究成果的基础之上,构建了科技人才开发水平测评指标体系,运用TOPSIS模型对我国内地31个省市区的科技人才开发水平进行了实证分析,提出了提高我国科技人才开发水平的政策建议。
