国际食品法典标准对建设我国食品安全标准体系的启示

摘要：

通过对国际食品法典委员会及其法典标准的介绍,让读者了解国际食品法典的目的、角色和运行机制等,从而对国际标准有更清晰的认识。通过分析国际食品法典的上述特点,进一步为我国食品安全标准体系建设提出如下建议:构建我国食品安全标准体系时正确认识并灵活运用国际食品法典;应优先考虑基础标准;制定更加实用、合理的各类卫生规范;正确处理基础标准与产品标准的关系;积极借鉴方法标准;建立综合性的营养类标准;加强相关的风险评估能力建设。此外,还对如何有效地参与法典工作提出了如下建议:规划国家法典委员会的结构和运行机制;建立专门的国际事务追踪部门;建立长期稳定的参会机制;熟悉法典的议事规则;重视专家参与国际事务的作用;发挥主持国的作用等。
