“三权分置”对农户用材林林地转出行为的影响研究——基于计划行为理论

摘要
文章旨在研究"三权分置"对林地流转影响的路径及程度。以农户用材林林地转出为研究对象,基于计划行为理论构建理论模型并提出假说与路径,并利用闽、浙、赣三省农户调查数据对假说进行实证检验。结论如下:(1)"三权分置"政策通过路径P1而非路径P2影响林地转出,即"三权分置"直接促进农户林地转出而非通过提高农户林地流转意图来促进林地转出。(2)"三权分置"政策对农户用材林林地转出行为的影响程度低,体现为政策的2个测度项目对林地转出行为变量的影响系数分别为0.070和0.043。提高"三权分置"对林地流转促进作用可从以下两方面着手:一是提高农户对"三权分置"的理解与认同,增强其收回转出林地的安全感进而促进林地转出行为。二是通过创新经营体系,让农户拥有部分林地经营的剩余索取权或现场控制权来促进林地流转。
