Fenghua 99 Paradise for the Senior Citi- zens is the biggest private nursing home in Zhejiang Province. But they are in pre- dicament now. The attitude of our coun- try towards social welfare is clear, and had documents and policies were issued in accord. But I operation, understand- ings came out and responsibilities were shifted to each other. As a result some measures cannot be carried out. The ex- perience of 99 Paradise for the Senior Citizens made a good example in under- standing the status of private capital un- der the current social welfare policy in China.
