农民工加入城镇医疗保险体系的方案探讨

摘要：

农民工加入城镇医疗保险体系对城乡统筹具有很大示范和指导意义,目前我国农民工参加城镇医疗体系的情况并不乐观,本文在对医疗保险基金收支预测的基础上,利用代际核算体系,结合企业的缴费能力,着重考虑政府对农民工选择不同医疗保险方案的承受能力。模拟发现,从财政压力的角度看,农民工参加"城居保"无论是短期还是长期都完全可行。如果农民工参加"城职保",并且希望中期能够收支相抵,企业缴费率就不能低于4%。我们模拟了逐步增加缴费率的方案发现,如果参保企业收缴率不断提升,且企业缴费率逐步增加,缴费能力可在企业承受范围之内,从中期来看基本能收支相抵,从长期来看政府的压力不会大幅提升。
