摘要：

美国文化中的个人主义与互利原则 ,使学术界对公共管理中个体价值的研究相对于其它国家更加重视。目前 ,在对公共管理中个体价值观的研究中 ,学者们对三种个体价值观进行了较为集中的讨论 :(1 )公民正义 ;(2 )公民的基本权利 ;(3 )个体贡献。这些研究成果对我国公共管理的理论研究与实践探索都具有启示和借鉴意义。对这些问题的深入研究 ,将有利于提高我国公共管理者的素质与政府的工作效率。
