当代英国体育发展模式的转变——基于政府与民间组织合作的视角

摘要：

英国体育发展模式在新工党"第三条道路"的影响下发生了明显的转变。在理念上,体育发展成为一项重要的社会投资,用于培养积极公民,政府发展体育的策略转变为支持社会自治和强调与民间组织合作。实践方面,政府与民间组织合作以政府机构改革和支持民间组织发展为前提,其主要内容包括政策平等协商、组织协调配合、政府契约购买和鼓励志愿者服务。当代英国体育发展模式的转变是一场兼顾公平与效率的制度改革,其经验对中国体育改革具有积极启示意义。
