摘要
碳排放权交易已经成为全球应对气候变化、推动能源转型以及技术创新的重要政策工具,在中国碳市场行将启动之际,研究目前世界上最大的碳排放权交易体系——EU ETS的可再生能源技术创新效应,对中国碳市场的建设具有重要的启示和借鉴意义。文章基于国家-时间-可再生能源种类的三维面板数据,利用零膨胀负二项回归方法,实证检验了EU ETS对可再生能源技术创新的促进作用及其机理,结果显示,EU ETS显著促进了成员国的可再生能源技术创新。在EU ETS的三个阶段中,第三阶段的可再生能源技术创新效应更加明显,究其原因是因为免费配额比例的不断下降、配额分配方法从历史法向标杆法的转变有效放大了EUA的价格信号。
