试析西方政策网络理论的三种研究视角

摘要：

政策网络理论是西方公共政策研究的一种重要范式。政策网络兼具现实特征和建构特征。识别、界定与建构政策网络是借助其来解释公共政策问题的前提。总体来看,西方政策网络研究主要有基于资源依赖的政策网络、基于共同价值的政策网络和基于共享话语的政策网络三种研究路径。对西方政策网络理论起源发展、主要观点、基本框架及作用模式的梳理和分析,有助于我们更好地把握政策网络理论的核心思想和分析逻辑,便于把其精华应用到中国公共政策的研究之中。
