摘要：

在对政府信息资源配置系统的复杂性及其复杂适应性特性和演化动力分析基础上,运行系统动力学的基本理论和方法,构建政府信息资源配置的系统动力学模型。系统模型模拟的结果表明,政府信息资源合理配置依赖用户信息能力的提高、政府干预力度的加强和信息政策法规的完善。对分析政府公共信息资源配置系统的演化规律和相关部门制定政策提供参考。
