摘要：

特朗普政府主张美国行动不受国际组织和国际规范约束,强调以竞争性姿态谋求领导地位,极力推进符合美国利益的联合国改革,推广保守主义社会价值观。这种消极政策是美国国内长期存在的孤立主义、"美国例外论"以及民粹主义思潮等共同影响和推动的结果,也与特朗普政府试图以强力手段扭转美国在联合国主导地位衰落的政策选择相关。特朗普政府的联合国政策加剧了国家间的对立态势,削弱了联合国作为全球治理核心机制的权威地位,也使美国在联合国陷入更加孤立的境地。
