行为经济学视角下家庭低碳消费研究新进展

摘要
如何从微观层面引导居民低碳消费、应对气候变化已经成为政府和学界共同关注的重要问题。建立在传统经济学基础上的低碳政策由于对微观主体的关注不足,效果不佳。行为经济学的发展从心理和认知角度解释了家庭低碳消费行为的非理性特征和遵同性特征,并证实了这些行为特征如何影响家庭低碳消费。基于启发、时间贴现、损失厌恶、现状偏见以及遵同等心理以及行为特征,一大批西方学者设计了不同的政策干预措施并进行实证效果评估。研究发现,引入能源标签、重构信息呈现方式、提供规范性信息反馈以及提升个人教育和能源素养等"助推"式政策,都能有效缩减能效差距,培养低碳消费行为习惯。行为经济学视角下的家庭低碳消费推进政策在不影响消费者选择自由的前提下,运用其行为和心理特征、矫正和干预消费者行为,为我国家庭低碳消费学术研究和政策制定提供了重要参考。
