公私合作伙伴中的主体间关系——基于两个居家养老服务案例的研究

摘要：

公私合作伙伴(Pub lic-Private Partnerships,以下简称PPPs)在各国的兴起及流行得益于它能够弥补政府资金不足、专业技能缺乏、资源整合能力较弱等缺陷,但PPPs运行中也存在着失败的可能和风险。文章聚焦PPPs运行中的主体间关系,指出有效运行的PPPs需要应用规则对其中的伙伴行为进行规制,而且还应该遵循一系列原则以促进伙伴关系的建立。浙江省宁波市海曙区政府与星光敬老协会、杭州市政府与援通公司合作提供老年人居家养老服务的案例验证了这一理论模型。
