摘要：

关键核心技术是国之重器,为了避免中国在关键核心技术领域遭受"卡脖子"的困境,唯一出路是实现突破性创新能力的提升。因此,突破性创新相关问题成为学术界研究的重要议题。遗憾的是,国内外学者的研究成果尚未给突破性创新激励政策的制定提供科学有效的理论框架。本文主要从突破性创新概念、内涵及测度方法,突破性创新演化特征及壁垒,突破性创新形成机制,创新政策及体系对突破性创新的影响四个维度对相关研究进展进行系统性梳理。在对现有文献的贡献以及不足进行总结的基础上,本文提出了相应的政策思考及未来的研究方向。
