摘要：

技术性贸易壁垒具有性质上的双重性,政府干预可能出于基于市场失灵的目的或基于经济利益的目的。公共利益理论强调国际贸易中的市场失灵,认为基于市场失灵保护的技术性贸易壁垒可以提高资源的配置效率;俘获理论认为基于经济利益保护的技术性贸易壁垒可能导致国民净福利下降,政府政策的制订过程受到经济和政治双重因素的影响。
