In accordance with the general requirement of "developing production, improving living standards, fostering more civil behavior, improving the overall cleanliness of villages, and exercising democratic management", the municipal Party committee and the municipal government of Jiaonan, based on the actual situation of the countryside of Jiaonan, formulated and released Opinions on Advancing the Construction of a New Socialist Countryside. This document sets out that in the next 5 years, no less than 1 billion Yuan of the budgetary fund should be invested in the construction of the new countryside and the development of the social programs in the countryside; up to 2010, most villages within the planned urban areas, the villages in the towns, central villages, pilot villages and demonstration villages will fundamentally fulfill the requirement of building a new socialist countryside.
