随着技术进步所导致的产品科技含量的增加以及贸易自由化导致的传统贸易政策工具作用的减弱,标准化正逐渐成为继配额、关税之后的新贸易保护政策工具,对国际贸易的发展形成阻碍作用。文章首先通过建立一个不对称寡头模型分析了标准化的贸易保护效应,从而明确了为什么发达国家可以把非歧视性的技术标准作为新的贸易保护政策工具。然后从实证角度验证了日本标准化水平的提高对中国农产品出口具有较强的贸易保护效应,为理论模型提供了实证支持。
