摘要：

欧盟共同农业政策从建立至今已有近40年的历史了，它在保障农产品市场供给，保证农民收入方面曾发挥了积极的作用。然而，内外矛盾正迫使欧盟不得不对共同农业政策进行“脱胎换骨”的改革。本文旨在讨论新千年欧盟共同农业政策改革方向与动因。
