管理政府合同外包:基于国外文献的综述

摘要：

自20世纪80年代新公共管理改革以来,合同外包已经成为政府提供公共服务的一项重要的政策工具。政府通过合同方式来向第三方组织购买公共服务,并且依靠第三方组织来向公民提供服务。与传统的政府直接提供公共服务的模式相比,合同外包模式给政府公共管理带来了一系列新的挑战。如何有效地管理和第三方组织之间的合同关系,从而向公民提供高质量的公共服务,是当代公共管理的一项重要任务。近几十年来,国外公共管理领域对于政府合同外包进行了大量的研究和探索,极大地提升了我们对于合同外包管理的认识。本文综述了该领域的相关文献,并具体介绍了管理合同外包的分析思路以及主要任务,以期对我国政府购买服务的研究和实践有所启发。
