从中国大城市基层政府管理体制改革看城市管理及社会治理(下)——以北京市街道办事处管理体制改革为例

By studying the reform of Beijing's city administration system at the basic level,this paper explores the issue of Chinese metropolitan administration and society governance.The subject of this paper is the city administration system that includes mainly sub-district offices.The content of this paper is the division of administrative functions and administrative powers among sub-district offices,district governments and various professional administrative departments,and the scientific definition and integration of administrative functions of various administrative departments of sub-district offices.The administrative functions of sub-district offices are related to both the administrative functions of various administrative departments of district governments and the functions of community's neighborhood committees,residents and NGO.The aim of this paper is to explore how to define scientifically the functions of government at the basic level,to straighten out the relations between sub-district offices and various administrative departments of superior government,and to integrate the functions of various divisions of sub-district offices,so as to set up an institutional platform for society governance and to play fully the role of community organizations of self-government and the other society organizations.
