摘要：

跨部门政府数据共享对于促进协同办公、提升政府行政效率与服务水平具有重要意义。本文基于现有研究提出了理论分析框架,对我国东部沿海与南部沿海一大一小两座城市的政府跨部门数据共享问题展开案例研究,构建了一个由五个关键要素——数据特征、部门数据共享能力、共享动力、共享风险与共享环境构成的理论模型,并基于案例分析了五个理论范畴间的关系及其对数据共享效果的影响。最后,论文讨论了研究成果的理论贡献与实践意义。
