摘要：

来自心理学与神经科学的26项经过同行评议的研究发现,大脑中进行决策和情绪管理活动的大脑分区在青少年时期尚未发育成熟,青少年大脑可塑性较强,会受到来自成长环境和经历的积极或者消极影响。在青春期得以发展的认知能力和社会技能会产生持续影响,而监禁措施则会阻碍青少年的社会化和情感的成熟。基于这些科学发现,少年司法政策应当以减少重新犯罪、提升复归社会能力以及实施干预措施为目的。
