公民参与的新阶段:“知情-协商-赋权”的电子参与过程

摘要：

互联网的兴起和广泛传播,大大拓展了公民参与的深度和广度,促使公共决策过程中的公民参与走向了一个新阶段——电子参与。从"知情-协商-赋权"的角度可以对电子参与的三个层级即电子信息、电子协商和电子决策进行深入剖析,在此基础上通过整合由政府主导的参与和由公众主导的参与这两个渠道,构建电子参与的综合模型,从整体上推进公民电子参与。要实现真正有效的电子参与不仅要把握好电子信息、电子协商和电子决策三个方面的平衡,也要在电子参与的综合模型框架中对各个环节和因素进行全面考虑,努力实现公民电子参与的制度化。
