摘要：

进入新世纪,高等教育全球化趋势加剧,中国、印度等发展中国家高等教育大众化的推进使可流动的大学生数量急剧增加,博士生国际流动进入新的高峰。一些全球研究型大学国际博士生比例已占30%-50%左右。美国国际博士生在补充生源、参与科研项目和学术发表方面做出了重要贡献,相当高比例的国际博士生毕业后留美工作。为吸引优秀生源,美、英、法、德、澳等国出台了签证、移民、奖学金等方面的优惠政策。中国如何应对这场全球生源争夺战并从中获益,是必须重点关注的问题。
