摘要：

上海合作组织是中俄战略合作基础上形成的区域性组织,是在冷战时期中俄两国共同维护中亚地区安全与稳定、最大限度减少两国在该地区的猜疑与冲突的合作平台,有着对两国至关重要的共同利益。由于历史、地缘政治、国际格局等多重因素的影响,两国对于上合组织的期望目标也存在着明显的差异,表现为在该组织中的竞争。但两国在上合组织中保持合作的主流不会受到干扰。
