摘要：

对于公民而言,获得公用事业基本服务的权利,除了包括获得一个合理、非歧视、价格上负担得起的服务之外,保障负担能力有缺陷的公民能够获得一个最低程度的供应,并且不会因为民营化改革而承担一个不合理的成本负担,也是权利所包含的应有之义。在弱势消费者的供应保障上,英国政府通过各种行之有效的方式,对能源贫困和水贫困展开了行之有效的社会行动计划。
