摘要：

在欧盟创建和发展过程中,制定各项环境政策鼓励新能源产业发展始终是各成员国高度重视的核心内容。笔者详细阐释了重点国家的环境政策,对欧盟各成员国的环境政策进行量化评价,并使用面板数据模型证明欧盟各成员国的环境政策对新能源产业集聚效应影响显著。此外,研究还发现,二氧化碳排放、教育投入、人均GDP增长也对新能源产业集聚效应有一定的影响作用。
