生命科学技术的两用性问题一直是生物安全领域关注的热点。美国、欧盟、以色列等国家和地区对两用性生物技术的监管内容各有侧重,监管方式也各有特点。为完善我国对两用性技术研究的监管,有必要借鉴发达国家的经验,在维护国家生物安全和社会公共利益的前提下,保障中国生物技术研究开发的有序发展。该文对美国、欧盟及以色列的两用性技术监管政策及具体措施进行分析,总结经验,提出针对我国两用性生物技术监管的建议。
